Job Description:

Background/IRC Summary:  Established in 1933, the International Rescue Committee (IRC) is working in more than 40 countries, responding to the world’s worst humanitarian situations. In Pakistan, IRC has been offering comprehensive emergency rehabilitation services such as supporting health systems, environmental health, education, child and women services, and livelihoods.

Since 1980, IRC Pakistan has effectively responded to all major humanitarian situations emanating from earthquakes, catastrophic floods, and temporary displacements. Currently, IRC has an average annual portfolio of around $40 million implementing projects in all the four provinces of Pakistan. With support of the federal and provincial governments, and generous donors like DFID, ECHO, USAID, and Australian Aid Agencies, IRC has reached 1.8 million people in Pakistan in the year 2018-19.

Recently, IRC has launched a 5 years  “Women’s Economic  Empowerment (WEE) Project   primarily in five selected districts of Khyber Pakhtunkhwa with the objective  to promote women’s social and economic empowerment through safe and dignified access to livelihoods opportunities, information, resources and services.

Cognizant of the fact that lack of Computerized National Identity Cards (CNICs) is a key barrier to Pakistani women’s economic empowerment preventing millions of women from opening bank accounts, registering as voters, accessing credit, inheriting and owning property and accessing social protection benefits, the  project will facilitate CNIC registration of 1.25 million women across Pakistan in two years starting July 2020. With the objective  to facilitate CNIC registration,  the project  will follow two pronged approach by : (1) linking /bringing beneficiaries women at NADRA Registration Centers (NRCs) and (2) facilitating Mobile Registration Vans (MRVs) through respective Regional Headquarters of NADRA in the far flung locations at the doorsteps of women for CNIC registration.

Job Overview/Summary: 

The International Rescue Committee (IRC) is seeking a dynamic and self-motivated individual for the positions of Sr. Manager CNIC Registration  The main objective of this component is facilitate Women CNIC registration which will enable them increased Access to Financial Services, Institutions, Property Ownership, and Social Protection in Pakistan. This initiative will address the gender gap and enable women’s full participation in the economy.

Job Responsibilities:

Sr. Manager, CNIC Registration are multiple positions based in the provinces of Pakistan and in Project Support Unit (PSU) at IRC Islamabad.  Coordinating with respective Provincial Coordinators and Zonal Mangers, the Sr. Manger will provide technical support to respective counterparts of ECP and NADRA. They will report to Specialist Institutional strengthening and coordination based in Islamabad.

Major Responsibilities:

The Sr Manger CNIC will:

·            Provide back stopping support to Provincial Coordinators and Zonal Mangers of the respective provinces

·            Review progress of CNIC process in consultation with Technical Specialist Inst. Strengthening and Coordination

·            Consolidate and maintain record of CNIC registration of Women under WEE project

·            Coordinate with NADRA and ECP Coordinator) at provincial level and Zonal mangers in the province creating synergies in the process of Women CNIC registration in respective province

·            Prepare regular monitoring reports on the progress achieved reviewing targets.

·            Conduct regular visits to respective Zonal offices to hold meetings, oversee progress and organize training (s) for Field staff (Mobilizers).

·            Keep track on progress and identify and resolve operational issues in consultation with and support of relevant offices of ECP and NADRA.

·         In collaboration with provincial counterparts and under the directions of Specialist Institutional Strengthening and Coordination the Sr Manager CNICs will:

a.    Conduct briefing meetings with respective provincial authorities and related organizations   introducing CNIC registration initiative of the project.

b.     Support and Coordinate with NADRA for scheduling Mobile Vans, Semi Mobile Units f facilitating Women CNIC registration.

c.       Facilitate and support executing and monitoring of field resources and activities related to CNIC registration in collaboration with respective WEE Zonal Managers.

d.        Facilitate financial disbursement based on per CNIC registration as decided  by the project

e.       Ensure utilization of resources in the field efficiently and effectively at DVECs/ UCs level in the process of women applying for and obtaining CNICs from NADAR’s Registration Centers/Mobile Vans.

f.         Ensure compliance of  requirements of WEE  Support Unit (PSU) .

g.        Undertake administrative and financial matters in coordination with support of Sr manager WEE project and respective Zonal Offices.

h.        Support field staff in finalizing list of UCs/Areas where there is a need and more potential to facilitate Women CNICs

i.          Coordinate with Zonal Mangers in Launching awareness campaign on benefits of CNIC in respective provinces

j.          Prepare/Share reports and documentation to WEE project’s management

·         Perform any other assign task related to job by Supervisor.

Key Working Relationships:

Position Reports to: Specialist Institutional Strengthening and Coordination based in PSU, Islamabad.

Position indirectly supervises:  Provincial MIS Resource (NADRA and ECP) 

Position directly supervises:   Field staff

Job Requirements:

a)      Education:

·         Master’s degree in development studies, Disaster management, Communication/journalism or equivalent with experience in social work and/or other relevant discipline

b)      Work Experience:

·         Work experience of 7- 8 years having considerable command over departmental inter departmental coordination, networking with Government and civil society organization and administrative and managerial experience. Working experience with government organizations will be preferred. 

c)       Skills & competencies:

·         Skills of organizing and imparting trainings 

·         Strong networking skills with Government at provincial level

·         Strong coordination skills with the ability to manage power dynamics of the areas.

·         Demonstrated experience in assessing local gender issues and women’s economic empowerment strategies.

·         Ability to handle the culturally sensitive issues of the society and guide field staff.

·         Excellent facilitation, communication and interpersonal skills

·         Strong skills of report writing and presentations

·         Good computer skills (MS Word, Excel and PowerPoint).
